Bridging the gap between merchandising planning and execution

By Cary Child

A lot of retail merchandising teams assume the hard part is building the plan.

The assortment is approved. The planogram is finalized. The fixtures are mapped. The timeline is set. On paper, everything is ready.

But that does not mean execution is ready.

The real challenge starts in the last mile between what was planned centrally and what actually happens in each store. That is where timelines slip, fixture mismatches show up, local workarounds begin, and teams start making judgment calls without a clear feedback loop.

This is the plan-to-shelf execution gap, and the data backs up what retail teams experience every day. RSR Research found that 87% of retailers agree it takes too long to see the outcomes from their decisions, and 34% cite imprecise planograms affecting allocations and replenishments as a top-three operational challenge.

Why the gap happens

Few retailers struggle because they lack planning tools. They struggle because store execution happens across disconnected systems, inconsistent processes, and real-world conditions that change faster than central teams can see.

One store has a fixture variation that never made it back to the planning team. Another is missing signage. Another completed only part of the reset because labor was tight. Another made local adjustments to fit the space but never documented them in a way that helps future planning.

The plan may still look correct at headquarters, but the shelf often tells a different story.

What it costs retailers

When retailers cannot clearly see what is happening in stores, they end up reacting late. That delay affects compliance, inventory flow, replenishment, labor efficiency, and the customer experience. Store teams waste time chasing answers while central teams make decisions based on incomplete information.

The result is familiar: stores drift from plan, performance becomes harder to explain, and everyone debates whether strategy failed or execution did.

How retailers are closing the gap

RSR Research explored this challenge in a new Executive Perspectives report, Bridging the Gap Between Merchandise Space Planning & Execution. The findings offer a practical look at what drives the gap and how retailers are closing it.
